There should be no need for a permit, period.

Firearms safety training should be part of basic education like it is in the military. Your average gun-wielding thug has likely had no training, so it mostly boils down to who has the guts to pull the trigger. Panic will negate any training.

Any LEO assumes your armed from the get-go so what difference does it make, you get pulled over for a brake light and the first thing they do is run your ID through NCIC...
