If that's the case, I can suggest some women who would not only discourage male oglers, they would make them run away screaming with their hands over their eyes. ... But let's face facts. Men don't wear cowboy boots, western hats and big belt buckles so they will be mistaken for surfers. And women who walk topless in public areas are not doing it so they won't be noticed. Their egos would be crushed if no one paid them any attention.
