Personally, after studying this issue a bunch of times, I don't believe that is a factor anymore. It seems to me the most important issue is not dwell time, but actual water flow rates. The more water you flow the cooler that water is going to be, period. Therefore a pulley turning the water pump faster is going to be superior to one turning it slower.

By the way, I running a stock OEM iron water pump for years on my ERA and was often on the edge of running to hot. I replaced it some time ago with a modern E-Brock unit and was astonished to see what a difference that made!!! The new alloy pumps are far superior to the OEM pumps.
