The fiberglass flexed more that the less resilient gelcoat could handle. The best bet would be to grind them out, verify that the fiberglass is not cracked as well, then fill them. It might be a good idea to put another layer of glass behind those areas as well. Simply filling those crazes with some thin filler or spot putty would leave a risk that they will reappear through the paint at some point in the future.
