ACT I am guessing is what in Holden is Air Intake Temp Sensor?

I can only advise reffering to LS1
If so then you will need this as it lets the ecu know what the air temperature is going into engine (my car ran better when I fitted this) In Holdens case it defaults to minus 55 degrees, so simulates a cold start (choke on)

VSS is required for the ecu to tune itself while driving, so may not be having an effect in your case

And lastly, without the O2 sensors then you will have a running rough as I think from memory it defaults to a very rich mixture to prevent the possablilty of leaning out.
