Deal with it every day and have been for about 25 years. You have to figure out the serious guys from the tire kickers pretty quick or you will not have any time to work on stuff that pays the bills. This is why when in business yourself you have to work only 1/2a day you just have the decide which 12 hours that is.
I get guys wanting complete line by line quotes on an engine and then find out they will not buy for another year or two. I give them a rough quote and tell them that things will change by the time they are ready. We send hundreds of quotes out and this is not figured into any pricing. Part of the business but you do have to ask a lot of questions for sure.
