Default Fuel shot out the float bowl vent tube.....

After I reinstalled the primary and secondary fuel bowls on my 4150 HP-based carb, I turned the fuel pump on to check for leaks. No leaks from either, other than gas shooting out the secondary bowl vent tube. So I took the bowl off, checked the float for operation, made sure the float was clearing the jet extensions, reinstalled, and the same thing happened. So I took it off for a third time. Same thing happened. With no other options I could think of, I opened and closed the throttle all the way and the gas stopped shooting through the tube.

Is this a unique experience or has it happened to others? I'm--clearly--no Carb expert, so I don't understand how the throttle movement got the float needle to seat (apparently) and shut off the flow of fuel.
