If you have no supporting documents that show a frame # then don't worry about it, the CHP can asign you a new VIN #. just make sure you have receipts for all the major components when you get to that point. A SPCNS (specially constructed) vehicle is just that in the eyes of the CA DMV, it won't have a kit builders brand name as the make of vehicle on the title because YOU ARE the maker of the vehicle, it is being "specially constructed" of many different parts. again you will need to document all of the costs of your build and weather or not you paid CA sales tax on them, they are trying to get an accurate value for the car so that you can pay the appropriate licence fees, they even want a figure for your own labor so don't spend to much time building it
