Hi welcome Elvis, Can't help much with the loose spring issue except to say RMC's series I & II had bump steer issues which is relatively easily addressed. There are a few threads regarding this if you have a search. I think by lowering the steering rack.

As for the column, they mainly used 70's Mitsubishi Lancer or Sigma. If the column shroud is basically round and only with indicator stalk - it's Lancer, if it is bulky and square with indicator, wiper and headlight stalks - I'ts Sigma.
Having said that, if it was private built, it could have anything.
