I was searching for this topic to bring some closure, which I will do in another post, but to answer the question. No. Ira Hayes was one of the soldiers that raised the flag, which was later reposed for the famous photo (which became the great sculpture). Ira is a hero in his own right. The Indians Frank was talking about were the Code Talkers.
