Fair question boxhead.

I think it has to do with "ADR compliance" and not "Roadworthy cert".
Club plate car only needs to be "Roadworthy" not ADR complied. (as far as I'm aware - experts feel free to chime in!)

But then you are limited to where and when you can drive it...
New Club permit laws due next year 2011 are trying to address this.
But like I said nothing stops the bureaucrats from retrospectively changing the rules to suit a particular political position which means you could be left holding a dud... which is a worry for me.
