With any new technology, new toy or fad that comes along, people just can't control themselves and do the correct and safe thing. Government can't stop it by making it illegal and giving people a slap on the wrist.
To control something like cell phones there must be heavy consequences, like large fines, like $500.00 for using a cell phone while operating a vehicle and jail time. Maybe a big old tattoo on the forehead...saying "I'm stupid". Maybe the local "Goon Squad" can work the violator over....Opps ! I'm getting carried away here, but you get the point.
Lack of consequences are one of our country's major problems these days, and there's plenty of stupidity to go around.
