Your "old 97 Chevy PU " was Governed by the tire rating, If Chevy put on a higher rated tires they would not have to govern the truck.
My Ford Lightning pick up truck came with Z rated tires and it is not govern by anything but wind drag!
PS it's about 154MPH...DON'T ask how I know
