Take a piece of copper or flatten out a piece of copper pipe and clamp it on the back side of the jack. Make sure the hole is cleaned up and then weld up the holes. The copper on one side will mostly keep the weld from sticking and will make the weld pretty flat on the bottom side. Grind the weld flat and smooth with a flap wheel. Measure and drill the holes where you want.
