I wasn't suggesting to lock it into neutral, I was suggesting to lock it into reverse...the example I mentioned was a mechanical linkage, as suggested by Boxhead, but if that was achievable with a linkage 35years ago, I don't see why you can't do the same thing with a solenoid today.

Not true - Section 6.3 of ADR 25 related to "Protective devices acting on the gearshift control"...

"6.3.2. In the case of manual gearboxes it must be possible to lock the gear shift lever in reverse only; in addition locking in neutral shall be permitted."
