You do not have to have your car inspected by the DPS. They have nothing to do with emission control ins Texas anyway. This whole emissions BS is easily avoided if you will take the advice of the others who have gone before you. If you buy a car titled as a later year assembled vehicle, then get your insurance done first as a 1965 and go have it safety inspected at a local Kwik-Lube or Jiffy Lube. You DO NOT have to go have the car inspected by DPS. This is only if you build one from scratch and have to have a VIN issued. The process of the TX safety inspection (checking your lights, brakes, horn etc) will immediately disqualify the car from needing emissions inspection by virtue of how they register it in the safety computer with TXDOT. Then take your 1965 insurance, your 1965 inspection receipt and your 2005 title to the tag/tax office and tell them you want to get a Texas title for your ASSEMBLED VEHICLE. The people sitting behind the glass care nothing about emissions inspection, they are just required to confirm that you have had it inspected before your title. They assume that the Jiffy-Lube or whoever inspected it addressed whether or not it needed to be safety or safety+emissions. They will issue you a title for a 2005 WHATEVER and send you on your way.
