All you need is a road worthy, and a letter from a registered car club that you're paid up and the vehicle is safe.

No emissions, no ADR's, no engineering, no stock motors, no super quite exhaust (National Rodders Build Guide states 96 db for the noise test). From what I've seen, Vicroads don't sipulate the build regs instead leaving it up to the clubs to self regulate. I've even heard Enklemans have stated that you would be crazy not to go club reg.
