If you are on DSL have you tried rebooting your DSL router? You should be able to log in to the router and check the WAN status for current speed and signal quality. Sometimes mine gets a burst of noise, steps down but never goes back up. I find that a hard power cycle is generally more "robust" than a remote restart.
