I disagree with that method, specifically step #1.
I never roll the pushrod looking for resistance as that can be misleading.
I move the pushrod axially, looking for lash. If you have a tuned finger, you can feel lash and more importantly (if the lifter isn't filled with
oil), you can fill the plunger move.
You could theoretically be pushing the plunger of an empty lifter (no
oil) down and still be able to twist the pushrod.
Keeping it simple, hydraulic lifters are set with preload, which means zero lash plus an amount of turn.
