Perhaps the small flat bar that tightens the joint with the two through-bolts is deformed. Flip that bar around. Perhaps the flat section of the shaft is deformed, slide the steering column in or out a little so that the flat bar is tightened on fresh section of the shaft. There is not a bushing in that slip-joint, at least with the ERA column.
