 No, this was a SEMA sponsored bill.  Basically it allows anyone with a kit car to title it as the original from which it was modeled.  The bill also provides for re-titling an already registered car.  In my case I bought a Cobra that had been titled as a 1998 SV in Kansas so when I bought it and titled it in WA I had to have it titled as the same and required emissions testing.  With this I go in and re-title resulting in no testing and no annual licensing fee.  WA only has testing anyway, in certain "high population" counties.  I beat it anyway by registering my car to a P.O. Box which I maintain in the next county that does not require testing. |
