Pull your valve covers and check the valve seals and dampers in the valve springs. If all are intact then they maybe left over from a previous build of your block. The good news if your motor is intact is that nothing on your motor is broken. The bad news is that who knows what other crap is in there or how poorly other aspects of the build were given cleanliness was obviously not a priority. Hope it's nothing!
