Is this a newer car or well seasoned? Is the car painted or raw gel-coat? Was area struck or stressed that might have caused this or has a prior repair been done in the area? Lots of ? to direct stages of repair. In short you fix the cause of the problem and then fix the finish by spotting a few coats of gel coat, sand - paint or polish.
