Use contact cement out of a can, or 3M Super 77 spray adhesive (easier).

Coat both the foam, and the wheelwell, let them set up for a couple of minutes...they should be tacky, not wet.

Be sure you place the foam right where you want it the first time, you will not be able to remove it. Once it is where you want it, just press it down and it will be there forever.

I did this myself, but it would be much easier with two people. Raise the car up if you can. I did it with the car on jackstands, ballancing one end of the sheet on one foot, while trying to position the other end with my hands. Definitely would be easier if you were a monkey or had someone else to help out.
