If you can find somebody that does it, I have seen many wheels powder coated chrome. They look awesome. I've seen a set of Corvette wheels right next to each other where one was real chrome and the other powder coated chrome. The powder coated looked better, although the reflection wasn't as clear as the regular chrome.
A friend of mine worked at a place that refurbished wheels. They sent them to a place called Transmotion in California if I recall to have them powder coated. They had black chrome powder coat which was really awesome.
