You don't need the car, as long you have the MSO and your receipts. Hand everything to the DMV, pay your fees, and they'll give you your "to do" list. Brake and Light inspection, CHP, BAR, etc. Ask them for a 90 day temporary operating permit so you have time to take care of the inspections.

The CHP may or may not assign you a new VIN number and attached a plate to your car. The DMV will enter a temporary VIN in their system from your MSO. Make sure that the DMV updates their system with the VIN that the CHP assigns.

Once you get your TOP and have insurance, you can enjoy your car and chip away the inspections, CHP visit and finally the BAR to get your SB100 sticker. Good luck!
