Here is a phone number to call at the DMV in Sacramento to possibly clarify or solve the SB100/Titling issues you are having: 916-657-7704.

Ask to speak with Lisa or Carlene (there may be others), they were extremely helpful when I experencied some titling issues with a car purchased out of state.

Calmly and respectfully explain what issues you are having and they may be able to provide answers or provide assistance.

Please be aware; they wield a very big stick that can also become a magic wand.
