Default Steering Wheel Removal

Okay guys, I need some help.

I recently purchased CSX 7002 and need to add a smaller steering wheel (common big guy problem). I removed the center cap and tried to remove the six allen head bolts that attach the steering wheel to the hub. I can turn the allen heads, but they don't back out (feels like they've got nuts on the back that are spinning). Should I use a gear/wheel puller on the steering wheel ring, or should I unbolt the steering column nut and remove the hub and wheel as one unit? I'm confused since I've read every steering-related thread and haven't run across this issue elsewhere.
