Default About those leftover GT40s completed in modern day

Years ago I read in a British magaizne that three unfiinshed GT40s had been sent to Bryan Wingfield for completion. I tried to look them up and found a site from Willment
which said they sent four chassis to Wingfield for completion
as complete G40s with engines by Stuart Mathieson at Mathwall Engineering. Ford later displayed them and one, P-1089, was even issued a Historic Technical Passport (No. 20392) by the FIA. My question is: are these from Willment's storage or from FoMo Co? Why only one competition license--or maybe they had buyers for the other three as street cars only. You would think all four would be eligible as race cars.
