I'd find another shop to deal with just from the quote on a tune up (plus dyno time on top of that with an Edelbrock carb which is a waste of time) on a 1995 5.0L (302 not 305) naturally aspirated engine.

Insulation matting should cost you about $150 for the materials, and maybe 4 hours to install. I'd take that to an upholstery shop for installation........
