I'd love to be a fly on the wall at the CA DMV when the new owner, or even the original owner, explains to counter person how an SPCNS car, that has never been titled and registered in any state, can have 10,000 miles on it (just guessing). Of course, your mileage may vary.
That ought to make for an interesting explanation.
