You cut them to the desired length to keep from hitting the tires on the fenders. Just wondering how they worked.
That style is designed for 7" travel shocks. If you have 4" travel shocks like I do, they are much too tall and soft. Yes, you can cut them, but mine only needed to be a little less than 1" thick.

I used one similar to these that are shorter and much harder durometer, along with delrin shims to get the required height:
