Default Steering Shake, Brake Fluid

New BDR owner (of a used BDR #997) and I've noticed a few things after my first 100 miles (car has 513 miles now).

1) Steering wheel shake: Is normal? Its more than vibration and at first I thought it was perhaps flat spots in the tires. I don't notice it until ~60mph but it is moving quite a bit. I can see weights inside the front tires so I assume they were balanced at some point.

2) Brake fluid: While visually inspecting the steering I happened to notice the master cylinder is empty (ugh?!) . I tested the brake fluid light and it does come on with the ignition and go off when the car is started. I don't see any leaks other than some minor drip marks on the heat shield. Any guidance on this? Is DOT 5 Silcone (purple) as listed in the manual the right way to go? Looks like I will need a squirt bottle to refill it.
