I spoke with Robbin per some of the other recommendations here. He said American Modern does in fact insure Cobras and he can write that policy, but he uses Infinity because it is as good and cheaper. It seems the agents do have a lot of discretion. So I will get a basic policy while I am building the car, and lower the deductibles once it's on the road (whenever that may be).
