What was the official reason for the lowering of the octane. was it emissions?

I don't know if you have read the previous thread on laquer thinner instead of octane boost but you should look it up if you haven't. I've been running in my big block chev. I mix about 1 gal with a full tank of 91 (approx. 20 gal.). It really wakes up runs nice. A lot nicer than boost.
