It looks like it is a salvage car bought at an auction or something like that. The OP says it was registered in California at one time. The problem is that California will not release any information on anybody or any vehicle at any time.
It used to be (years ago) that you could go to the DMV with a license plate number and they would give you the address of the owner. They quit that many years ago. I am sure that there might be a way still. Maybe give the DMV your contact information and see if they will pass that on to the last owner by mail or something like that. I doubt it though.
