I applied for permission to build an ICV through my engineer, give as many specifications as I could, track,tyre sizes, engine specifications,gearbox specifications steering rack etc. based on that they give you permission to build they also issue a statement of requirements, listing ADRs you have to comply with, and basic safety requirement like no sharp protrusions that can cause injury, appropriate tyre ratings, NO exhaust outlet shall exit on the left hand side...(so no side pipes!) the list is long but I think very achievable
Strangely there is no time limit stated in the documents. Maybe that's a given..
