I will give my .02 on the fuel. When the tank is full I could care less where the needle is, its when its reading empty that I cae about, to fix the problem this is what I did.
Un hook the fuel line from the carb and route it to a empty container. Turn the ignition on and let the fuel pump run until its not pumping any more fuel out the line. Take the sending unit out of the tank you will see fuel in the tank you can consider this ballast weight because its no good for anything else. Now take 5 gallons of fuel and pour it in the tank, bend the sending unit rod until your gauge reads 1/4. Reinstall everything you took apart and check for leaks. When ever you read a 1/4 on the gage you will know you have 5 gals.
