I don't have any experience with the Capitola DMV, but my guess is that they rarely handle SB100 certifications. The Santa Clara DMV used to have a good reputation for processing SB100 certs, but I've heard that things went downhill after a key person left.
Is your car a new build or was it previously registered out of State?
