I'd say $600.00 for a right on red is excessive. Was there proper posting of the prohibition of a right turn on red, or were they being technical because she did not come to a complete stop first? A lot of government employees forget they work for the people, and not just in law enforcement, either. If somebody makes an effort to stop and ensures the way is clear, then I say that should be good enough. The law is written for safety, not to facilitate silly traffic stops and issuing outrageously priced traffic citations. If you're upshifting as you go through the stop sign or turning right on red, then that probably deserves attention. The "rollers" who have taken the steps necessary to ensure it is safe to proceed shouldn't be bothered.
