No block comes ready to roll. They all need bored or at least honed if the desired bore size is close to how they come, line honed, square decked, sleeves set if aluminum block, lifter bores finished, etc.

As Barry said, all blocks need pretty much the full line of machine work, and even if it were done, an "assembly line" machine work job probably wouldn't be up to snuff to most of us builders.
