With a CA VIN and a BAR sticker, you're in good shape. I would think that you can go straight in for an SB100 at the DMV.

No, you don't need to bring your car. The normal steps are:

Visit DMV - Pay fees for registration. Get temp new registration and SB100 number. The SB100 will be handwritten and is of no use yet. It's just for your reference. Be patient, your agent may not know what an SB100 is or what to do. Don't worry about it. Any DMV office will figure it out and get you the number. They may have to open some 3 ring binders up (as they did trying to figure it out at my office), but they will figure it out.

Wait for two or more weeks for SB100 number in official form to show up in the mail.

While waiting, put that PVC on.

When the paperwork arrives, make a BAR appointment.

Go to the BAR with the paperwork you received in the mail (SB100), title, and temp registration.

BAR will put a new SB100 sticker on your car. Put a big smile on your face. You did it.

Return to the DMV. They will take your title and will mail you a new title.

Put the registration sticker on the license plate.

Go drive the car.
