I have achieved similar results by carefully tuning my new Holley 750 Ultra Double Pumper carburetor. It was a great deal at only $400 on eBay as a "Refurbished" part directly from Holley. But it would hardly run at all when it was cold. I have learned a lot about the "Vacuum Pull Off" mechanism, jetting and drilling out the PVCR holes from the Internet. Now it starts and runs great and cruises down the highway with an A/F ratio in the high 13's. That may get close to 20 mpg if I can keep my foot out of it.
