I may well have my lines crossed on that point then Ben, but when I changed the Cobra over back in June Vicroads where very confused on what to do with it.
My local club don't have a club representative checking cars, they require a roadworthy.
So since mine had been previously rego'd, was engineered and had a roadworthy There was nothing to stop it from being processed.
I think you will find that unless you belong to a switched on club with a rep like Marty, it would be very difficult to get an un-engineered Cobra through.

There are several reports of people with modified cars on H plates being defected recently and being made to have the vehicle engineered and then re register on the M plate system.
