I cannot speak to titling in Florida, you will have to check that out. Some states have moved to titling a special built vehicle by the year of the build, but still allow it to meet the emissions standards of the year of the engine.
MidwestClassic Insurance will provide classic rated insurance by the year of the build, and I imagine others will as well. Good luck and let us know what you find out.
