I am by no means an expert on this but from my investigation and experience it's not a single temperature, but rather the temperature difference at the inside, middle and outside of the tires at each corner that will help determine the proper tire pressure.

Oversimplified, higher temperature in the middle of the tires means they are overinflated.

A tire pyrometer is needed and the most accurate results are obtained immediately after some hot laps.

For what it's worth, the best pressures for my car at the track are in the 18 - 19 lb range.
