More than likely, the screws that hold the tilt mechanism came loose. It can be fixed on the car, but it takes a little time and patience. You have to remove the steering wheel and the turn signal assembly. There are 4 (if I recall) bolts with a 5/16" head on them. The bottom 2 are easy to tighten. The top 2 are a bit harder.

We used to fix them all the time many years ago.
