Form 400 and your MSO for the title and registration itself.
Pay your sales tax on the kit, get your VIN/MSO verification, walk in to DMV with paid sales tax and your pre filled out SC400 and you should be able to walk out with title (extra $20) and plates.
As far as cheap, there is no cheap, pay the proper sales tax and you'll be able to slide through the process simply and easily.
