Forget Ebay these days, too many dealers hawking their cars as "the ultimate", when in fact they are far from it. In your price range, I'd be focused on ERA, SPF (Superformance), and the higher quality built Unique and Contemporary cars. These four brands are the best bang for your buck.
As for big block vs small block, that really is a personal choice, but if you are not racing, and you want a little edge to your investment (these cars are toys, not really to be viewed as investments), stick with a 427 Sideoiler, or 428 Cobra Jet powered car. For Long Island, a heater/defroster/wipers is a must (can be retrofitted) for those days where the air comes in off the bay side. A top or tonneau is a nice addition, but to be honest, in the 20+ years (and 100K+ miles of road use) of multiple Cobra ownership, I can count on one hand the times I actually used a top. If you are staying on the island, a 4spd toploader will work just fine, if you plan to take long distance trips (500+ miles at a time), then a 5spd upgrade would be suggested, that, or higher (lower numerical) gears would be suggested.
In regards to colors, rollbars, and other options, again, that is a personal choice.Take your time, as there are plenty of quality cars coming up on the market, and within your publicly posted budget, you'll find what you really want. My only further advice after posting the above, do your homework, spend the money on a pre-purchase inspection, and above all else, have fun, as to me, the search is half the fun of specialty car ownership.
