Not trying to stir the pot either but, in the most basic circumstances the fact is, whether or not all participants on the road were involved in "horse play" is not the main concern. The issue is, someone got sideways and caused a near miss then left the scene of an accident. I believe that is a crime in any state? Not that I am condoning charges be brought up. I loved the law in Germany where I lived. "If there is an accident ALL vehicles must stop to render assistance until emergency vehicles arrive." People will pull off to help whether they witnessed an accident or not. Too many times everyone thinks the next guy will stop.
Lets keep racing on the track where it belongs.
